Risk Consultancy Global Strengthens Operational Leadership with Two Senior Appointments

Risk Consultancy Global has appointed two senior operational professionals as the company continues to expand its capability across Somaliland and the wider Horn of Africa.

Paul Pegrum joins the business as Operations Manager, bringing extensive experience delivering security operations within the oil and gas sector. Lee McClelland has been appointed Senior Team Leader and Personal Protection Officer (PPO), adding more than twelve years of operational experience working in Somaliland.

The appointments increase the company’s management capacity at a time when demand for experienced security support continues to grow across the region. As projects become more complex and organisations expand their operations, clients increasingly require security providers with established in-country capability, experienced personnel and the ability to manage operations from planning through to delivery.

Investing in Operational Capability

Security operations are ultimately delivered by people. Systems, procedures and certifications provide structure, but decisions are made by experienced personnel who understand the operating environment, can assess changing situations and maintain standards under pressure.

For organisations working in Somaliland and neighbouring countries, that experience becomes particularly important. Operating environments can vary significantly between locations, projects and sectors. A commercial infrastructure project around Berbera presents different challenges from supporting an NGO programme in Hargeisa or providing protective services for visiting personnel. Local knowledge, operational judgement and disciplined management remain central to successful delivery.

The expansion of Risk Consultancy Global’s operational leadership reflects this reality. Strengthening the management team increases the company’s ability to oversee multiple deployments while maintaining consistent standards across all areas of service delivery.

Experience Built Through Operations

Paul Pegrum’s background includes managing security operations within the oil and gas sector, where planning, coordination and risk management are integral to daily operations. Industrial sites demand disciplined procedures, effective logistics and the ability to respond quickly as operational requirements change.

Lee McClelland brings a different but equally valuable perspective. Having spent more than 12 years working in Somaliland, he offers extensive local operational knowledge alongside practical experience leading teams and supporting protective security operations. Familiarity with the local operating environment, established working relationships and an understanding of how conditions can change all contribute to more effective planning and delivery.

Neither appointment changes the company’s direction. Instead, they strengthen the capability already in place and increase the depth of operational experience available to clients.

Supporting Organisations Operating Across the Region

Risk Consultancy Global supports organisations working across a broad range of sectors, including government departments, diplomatic missions, international NGOs, commercial operators and infrastructure projects.

Many clients require more than a single security service. A deployment may begin with a security risk assessment, develop into consultancy and journey management, and later require protective security, intelligence support, medical response planning or specialist training. Delivering these services effectively depends on coordination as much as technical expertise.

Expanding the operational management team helps ensure that projects continue to receive appropriate oversight as the company grows, while allowing experienced personnel to remain closely involved in day-to-day delivery.

The appointments also support the company’s continued presence across Somaliland, including Hargeisa, Berbera, Burco, Borama and Erigavo, while maintaining the capability to support operations elsewhere in Somalia and the wider Horn of Africa where required.

A Long-Term Approach to Growth

Risk Consultancy Global has grown by developing capability rather than simply expanding headcount. Investment has focused on experienced personnel, recognised management systems and internationally recognised standards, including ISO 18788, ISO 9001 and PSC.1 certification, alongside its status as a Highfield-approved training centre.

Adding experienced operational leaders follows the same approach. As client requirements evolve, the company continues to build the internal capability needed to manage increasingly diverse operational requirements across the region.

So a big welcome to Paul Pegrum and Lee McClelland who join the business at an important stage. Their combined experience strengthens Risk Consultancy Global’s ability to support organisations operating in complex environments while maintaining the practical, operational focus on which the company has built its reputation.
